Abstract:Particular attention is paid to those languages both African in which political discussion is likely to take place: the vernacular and the 'lingua franca'. The author considers the history of language policy in Kenya, Uganda and Tanganyika, observing the forces that have shaped it, drawing attention to the emergence of political groups, and noting the significance of language for these groups. Finally he turns to the Indian political scene, examining some of the arguments adduced for the establishment of linguistic states.
