Abstract: | The idea of institutional imbalance forms the point of departure for this essay. It consists of two propositions: 1. In a large number of new states, representative institutional structures - legislature, parties, and electoral processes - are characterized by extreme weakness and fragility; 2. The bureaucratic sector possessing high functional capability, has gained an overwhelming degree of influence over government policy. The author identifies some of the possible relationships between these two propositions and thus he examines the basic causes of weakness in the representative structures of government and the sources of bureaucratic power. |
