Abstract: | The Second Five Year Development Plan of the Imperial Ethiopian Government calls for concentrated action on the following aspects of land reform: Improvement of landlord-tenant relations; progressive taxation; abolition of out-date holdings; cadastral surveys and land registration. The plan provides for an autonomous Government Agency to be set up for dealing with all the responsibilities in respect of land reform. The papers presented here deal with those aspects of land reform to which the Government should give its attention: Land Reform: outline of Programme and the Governmental Organization Required to Implement It; Cadastral Survey in Ethiopia; Land Registration in Ethiopia; Tenancy Reform in Ethiopia; Communal Land Tenure in Ethiopia; Land Taxation in Ethiopia. Appendices: Rates of land Tax, Tax in Lieu of Tithe, and Cattle Tax; A Comparative Table of the Rights and Obligations of Landlords and Tenants under the Civil Code of 1960; An Order to Establish a Land Reform and Development Authority (Order no. 40 of 1965). Notes; tables. |
