Abstract:The Mangwende Chieftainship deteriorated in the 1960's into a state of near anarchy and in November, 1964, it was necessary for Government to take firm steps to prevent a complete breakdown of law and order. The Tribal Authority had become completely ineffective and there was little co-ordination of Government effort at district level. Described in this short article: Re-establishing the Tribal Authority - The community advisers' initial role - The seeds of community development - The establishment of community boards - A community board in operation. In conclusion a discussion of the difficulties in adapting community development methods formulated in a Western-type democratic society to fit an existing tribal social system.
