Abstract:After dividing resettlement schemes into three types and describing the features of resettlement schemes some of the problems presented by a resettlement exercise which arose from the wishes of the Government rather than the people are discussed. It relates to the new port and township of Tema which was being constructed by the Government of Ghana. The first official meeting to discuss the problem of the resettlement of the population of the existing fishing village at Tema was held in June 1952. The last meeting held in order to decide whether the special resettlement exercise was now over and whether the old Tema population could now be regarded as ordinary members of the new township, was held in I960. No fewer than 56 Government offices had an interest in the problem which therefore can be seen as principally one of co-ordination of all the organizations involved, but also as an illustration that, in matters of planning, human beings rarely fall in entirely with the wishes of the planners. After describing its several phases the author indicates some important administrative lessons to be learned from the exercise.
