Abstract:The Ngotshe (or Louwsburg) Accord made international news when it was signed in August 1986 during the start of the terrible period of violence within the province of Natal and the Kwa-Zulu bantustan. It was an accord between local white farmers and their African labourers, aimed at keeping at arm's length trade unionism and government regulation. Through a focus on the Ngotshe Accord this paper examines what was a more general attempt by conservative forces, at least as they were located in Natal and Kwa-Zulu, to restructure the means and measures for maintaining capitalism during this period of most intense resistance to apartheid. It was also aimed at protecting a conservative political order in South Africa, by moving beyond strict apartheid rules into cross-'racial' alliances, but employing 'traditional' elements maintained ambiguously by apartheid. This local study shows how such measures were attempted by some fractions of agricultural capital, and how they fitted into the Inkatha movement's attempts at broader regional political alignment.
