Abstract:Motivated farmers and motivated managers are as essential for irrigation as suitable land and water resources. African farmers irrigate efficiently when it accords with their resources and marketing opportunities. On African schemes their is often a conflict between government and farmer objectives, high staff costs and inadequate resources for efficient operation and maintenance. There is need for more thought on the financial framework of schemes and on conditions for good management. Ref.
