Abstract:Since the military coup of December 1983, Nigeria has had three attempts at 'democratic transition', two of which - led by Babangida and Abacha - failed woefully. This article focuses on the third transitional programme, announced by the Abdusalami junta in July 1998. It deals with the party registration exercise, the local government elections of 5 December 1998, the State gubernatorial and assembly elections of 9 January 1999, the National Assembly elections of 20 February 1999, and the presidential elections of 27 February. It outlines a number of flaws in the elections and argues that the military will continue to influence Nigerian politics in a major way in the near future.
