| Abstract: | Research work underlying the present article had a very specific objective: to estimate the cost to the EEC and the value to Mauritania of providing the commodities supplied under the Community's 1978 food aid programme. Given such factors as poor record keeping, political instability and a unique import/export situation, the authors conclude that of the three commodities, wheat, skimmed milk powder (SMP) and butter oil, supplied as food aid to Mauritania under the 1978 programme, only the SMP shipments, under favourable assumptions concerning alternative methods of disposal, can be considered cost-effective. Both wheat and butter oil cost the EEC budget more than their value to Mauritania, reckoned in terms of the likely saving in foreign exchange. If it wished to do so, the Community could have transferred resources of the same value to Mauritania much more cheaply by other means. Notes, tab. |
