| Abstract: | The Treaty for East African Co-operation was signed at Kampala on 6 June 1967. After summarizing the approaches of a) Arthur Hazlewood, b) R.H. Green, c) national income statisticians working in the three East African countries, bearing on the problem of distributing the 'benefits' of the membership of EACSO, the assumption is made that none of the countries will consume a proportion of EACSO benefits which is different from the proportion consumed in the past, and that there will be no loss of organizational or administrative efficiency as a result of the relocation. In assessing the probable size of the national income effects separate attention is given to a) the General Fund services and b) the self-contained services. Table 7 'The net effect of the E.A. Treaty on the distribution of EACSO benefits' seems to indicate that the relocation provisions of the Treaty may be among its most important parts. References, tables, appendix. |
