| Abstract: | Examines the meaning and significance of the Treaty for East African Co-operation as a pragmatic attempt to build a union for limited purposes between sovereign states, to find a durable compromise between centripetal and centrifugal forces under existing African conditions. Looks at the immediate political implications arising from the signing of the agreement and draws some general conclusions regarding the engineering of transnational arrangements. The more central political implications of the Treaty pointed out: A long-term obligation - The resolution of common market tensions - Political institutions of the Community - A demonstration of Pan-Africanism - Spillover potential.
