Abstract:Deals with 'The Arusha Declaration and TANU's Policy on Socialism and Self Reliance' (February 5th, 1967). The Declaration is not a revolutionary doctrine; its significance lies less in what it says than on what steps it proposes for realising its objectives. It provides a much clearer definition of Tanzanian socialism - Ujamaa - and the framework within which Ujamaa is to be built. In no way does the Declaration affect the original socialist objectives of Tanzania as outlined in the TANU Constitution. It is simply a bold logical step forward to the ultimative objective - Ujamaa. Ujamaa is Nyerere's attempt at a new synthesis of man and society, a search for an ideal polity. This article is merely concerned with the provision of the necessary setting without which the Declaration cannot be understood for what it is. The first part considers the nature of Ujamaa, its roots and raison d'être as presented by Nyerere. This is followed by a brief survey of the means used, or hoped to be used, by Nyerere to bring forth the new social order. Finally there is an examination of the Declaration as the logical framework within which, under the circumstances, Ujamaa can be securely built.
