Abstract: | There are a number of ways of looking at the investment (as distinct from the loan) policies and practices of the Western Region Finance Corporation. In this article three main questions are considered: 1. What general and specific criteria were laid down at the outset for the guidance of the Corporation in carrying out its investment programme?; 2. What investments did the Finance Corporation actually make and for what stated reasons?; 3. Judged in terms both of the criteria specified in the enabling statute and of certain more theoretical norms, was the investment programme well or badly implemented? References. |
