Abstract: | In 1952 the Land Tenure (now Group Areas) Board advertised for proposals by interested persons for the whole (or any part) of Port Elizabeth and Uitenhage. Neither the City Council nor any private person had submitted proposals in answer to this advertisement. The proposals advertised were therefore made by a committee of Government officials known as the Reference & Planning Committee. The City Council opposed the application of the Group Areas Act to Port Elizabeth, preferring its own town planning scheme. In 1955 maps incorporating the full-scale proposals of the Reference & Planning Committee, the City Council and some others were exhibited and representations again called for. This resulted in a flood of protests from non-Whites and Whites. |
