Abstract: | This paper reviews some of the settlement schemes (the transfer of population from one area to another on a planned basis, the object being to raise living standards) in East Africa (Tanganyika; Uganda; Kenya). The chapter 'East African Schemes' reviews the 3 Tanganyikan schemes (Nachingwea; Urambo; Kongwa), the 3 Ugandan schemes (South Busoga; Kigumba; Bigyera) and the Kenyan schemes (Makueni, Shimba Hills, Gede, Lambwe, Kerio Valley, Kimulot, Itembe, Chepalungu, Olenguruone, Giaki, Naari). 'Planning New Schemes' deals with the integration of the schemes in the economy (Social aspects; Community effort; Services; Co-operation; Choosing settlers; Economics; Administration). The general conclusion: It seems wise to initiate settlement schemes only when there is serious overpopulation which cannot be reduced by the introduction of improved techniques, better seeds and fertilizer or better crops. |
