| Abstract: | The Bura-speaking peoples of Biu Division, North Eastern State share many common features of culture and society. However, the Bura groups in the south are acephalous (locally autonomous) while the Pabir in the Northern part of the Division are more centralized in their organization. The paper describes these similarities and differences and explains the greater degree of Pabir centralization as an adaptive response by these people to the aggressive warfare of the Sudanic States to the north of them.
