Abstract: | Tanganyika's first Parliament approved during June 1962 the Governments proposals for setting up a Republic on December 9, 1962, with an executive President wielding power in an almost Ghanaian-style; it passed a bill that gives the Area and Regional Commissioners power to permit or forbid meetings or processions; it saw through the Trade Union Ordinance Bill and the Trade Disputes Bill which virtually make the unions an arm of Government. The president of the Tanganyika Federation of Labour, Mr. Mkello, at first opposed the Bills, but afterwards he withdrew his opposition. It is doubtful if the Government has been able to change the minds of Mr. Katungutu (Railway Union) and of Mr. Ngahyoma (Dockers Union). |
