Abstract:The countries of Africa can be divided into 1) the antinatalists (Ghana, Kenya), 2) the laissez-faire countries (the majority of the African countries), 3) the pro-natalist countries (most of the former French countries). It is the national character of the population which, with regard to policies of fertility, guides and influences national policy. This paper examines a) the current status of national population policies affecting the level of fertility and rate of growth of the population, b) reasons why the majority of the countries are silent over the issue of fertility control, and c) how the adoption of a policy of mass education can be used to achieve lower birth rates among the population.
