Abstract: | Primary school enrolments have more than quadrupled since 1964, and great numbers of pupils do not enter the secondary school. Training schemes for primary leavers are small in number and only accessible for the best ones, living in urban centres. Realistic guidelines for participation of youth in rural development are wanting, whereas urban employment is diminishing. In view of this a planning of realistic youth programmes is very urgent indeed. In this article a review of the re-orientation of the existing youth programmes after Independence from recreational to vocational, the achievements as to recruitment of primary school leavers and the performance of training programmes, and outlines for a strategy of development of youth programmes.
