Abstract:Starting from the principle that any meaningful scholarly examination of African nation building must consider local institutions, the author examines the current debate on nation building in Afrika, using Sapele, a West African city in the Bendel State of Nigeria, as a case study. It begins with an analysis of the pattern of development of local government in midwestern Nigeria and ends with a critical examination of Sapele Town Council. Notes, tables.
