Abstract: | Non-development in Lesotho is a function of a complex of poverty, migration and ideology, and can only be successfully treated if attention is paid to the whole syndrome. According to the author the present emphasis on agricultural development will continue to be nugatory in so far as it exacerbates the unfavourable contrast with urban South Africa. The facts of rural life are both cause and effect of non-development and will not be altered until the closed circle of their interaction is broken. Notes. |
