Abstract:Analysis of some of the planning implications of the policy of Ujamaa villages. The author sees in the fulfilment of the policy the improvement of the planning machinery from the grassroots to the national level. He calls for a coordinated approach to development projects so that there is division of labour and maximum use of the scarce resources of the country. The article however, does imply planning by technicians. The author does not spell out the involvement of the villagers in the planning process. Photos.
