Abstract:This paper examines the relationship between Africanization and the merit principle in the Zambian public service. It is argued that the relationship between the two has not always been positive. It would appear that Zambia has had neither resources nor the spirit to harmonize Africanization programmes with the merit principle. Inevitable, Africanization has been accompanied by the weakening of the merit system. This has been compounded further by the politicization of the public service in the later years of the First Republic and the beginning of the Second Republic. Notes, tab.
