Abstract:The effects on Lesotho of the large increases in real South African mine wages in the mid 1970s have been an unevenly-distributed increase in consumption levels, more dependence on South Africa and substantially increased vulnerability to economic disaster as a result of South African actions. The focus of this article is on increased vulnerability. The first section very briefly reviews the changes in labour flows between Lesotho and South Africa since 1970. The following section speculates about the future course of developments within South Africa and the implications for demand for Lesotho's migrants, deriving a few possible alternative scenarios. The third section spells out the probable consequences for Lesotho's domestic economy of each of these scenarios. The article concludes with a brief discussion of policy initiatives available to the Lesotho government in the face of the projected futures. - Notes, tab.
