| Abstract: | With the background of the structural rivalries within the Organization of African Unity, the decision by African States to take over the Commission for Technical Co-operation in Africa, and integrate it with one of the existing commissions was the right one. By analysing the background, the process and problems of this particular integration, it is possible to highlight other problem of institutional rivalry and complementarity.
