Abstract:Since the Arusha Declaration the political leadership has laid great stress on rural development, particularly on the development pf peasant agriculture. The main concern of this paper is to probe into the causes of the discrepancies between policy and performance. It is argued that one has to look at the entire process of policy making and implementation. Problems arise from imprecisely defined objectives and standards, as well as from insufficient or ineffective communication. There is also an urgent need to streamline the functions of the now numerous institutions. Finally, the peasants' motivations have to be considered. - Notes, tab.
