Abstract:	Development of human is a subject that is given great attention in Africa. Among the specific areas of human resource development are access of the African poor to basic needs, skill promotion through education and training, manpower planning and mangement, solving the problems of unemployment and misallocation of manpower and eliminating the brain-drain. In all these areas African coutries have established various kinds of co-operation arrangements. However, in order to facilitate greater and more effective co-operation it is important to identify and assess clearly different specific fields of co-operation. Sum., tab.
