Abstract:The author discusses some of the more plausible arguments for the new optimism about regional cooperation in Africa. For each argument he considers what factors in the SADCC context modify, weaken, distort or enhance the thrust of each of them. Aspects discussed are the economic crisis and regional integration, stabilization and regional cooperation, the lack of 'political will' and the weakness of integration, transnationals and regional cooperation, and foreign aid and SADCC.
