Abstract:Household food insecurity is a problem in many semi-arid areas of Africa. This paper illuminates the policy conflicts which arise when local-level research and development initiatives interface with the effects of macropolicy-initiated changes and safety-net interventions. It uses a participatory agricultural research project in eastern Kenya (the Dryland Applied Research and Extension Project, DAREP, which ran from July 1993 to March 1997) as a case study. Specifically, the paper describes a medium-term strategy to address poverty and food security problems, analysing the causes of these problems and household coping strategies, and planning and implementing a range of adaptive research interventions. While safety nets and interventions in non-farm activities are a valid part of development strategies for semi-arid rural Africa, the paper argues that because farmers are intensifying their own farming systems, there is a need for continued support to farmers' efforts. Such support includes investment in an integrated and participatory approach to improving the agricultural sector, broadly defined, to include livestock and agroforestry. Bibliogr., notes, ref., sum.
