Abstract:The authors concentrate on the most important conclusions of 'Education in Uganda: the Report of the Uganda Education Commission (Chairman Professor E.B. Castle) 1963'. They ask whether these conclusions correctly identify the nature and the magnitude of the problems facing Uganda's educational system now and in the coming decades, and whether the solutions offered seem to be adequate and efficient. Frequently they cover ground which the Commission has not touched on. As the biggest gap in the Report they mention the lack of quantitative and financial evidence. Sections of the paper: 1.
