Abstract:The Kenya Salaries Review Commission was asked to investigate and report on changes in terms and conditions of service including remuneration of all grades of the Public Service which are necessary in securing a stable administration. It was asked to pay particular regard to the need for salary structures and levels, in consonance with the general economic circumstances of Kenya; to the need to provide incentives helpful to the process of economic growth; and to the need for stability and continuity in the service. To the opinion of this reviewer the report has done better work in its analysis than in the conclusions it draws from it. Its avoidance of fundamental issues, and its reluctance to question implicit assumptions can be understood but also be regretted. There is a feeling that it was just a folding up operation' and that the basic work of evaluating the colonial legacy, as far as it applies to the civil service, is yet to be done. Notes.
