Abstract:This mainly theoretical paper tries to show the relationship between time and the success of planned change. A definition of time is given. Above all consideration is given to 'the unit of change'. Main argument is that for planned change to succeed first and foremost the unit of change into which change stimuli can be invested mist be clear. Sections: Importance of change in East Africa - Planning - Differentiated conceptions of tune and planning - The dynamics of planning (unit of change; planning process and social time; co-ordination) - Conclusion (research possibilities).
