Abstract:The land reform proposals should be seen as consequential upon the economic reforms which have been taking place in Zambia since the Mulungushi Declaration of President Kaunda in 1968. They take the form of 1. a future land policy whereby a universal system of leasehold or related tenure would be substituted for freehold, and 2. rational principles of land administration and tenure (i.a. all land should be vested in the President; all freehold titles should be converted into leases of 100 years; unexhausted improvements made by a tenant should be paid for by the state). Parts 1, 2 and 3 of this Paper (1. Land segregation, a colonial legacy; 2. Crown lands, the changing pattern of land tenure 1898-1964; 3. Land policy and tenure 1964-69) set out the historical context of the reforms; Part 4 (Land policy and tenure, the future) examines the principles enunciated for realising the reforms and the most appropriate ways of legislating these principles.
