Abstract: | It seems that agricultural extension agents, although assigned a vital task in the implementation of rural development, have generally not performed in accord with expectations. Five types of problems seem to interfere: 1) technical issues - the lack of successful technical packages to transmit to clients; (2) manpower - the lack of sufficient numbers of trained agents; (3) resources - the lack of funds and/or logistical support necessary to perform the extension function; (4) organisational support -including iadequate supervision, communications, and evaluation of job performance; and (5) societal relations - the ability of the agent to adapt to local conditions and to interact effectively on a personal level with the client population. In this article the author examines the relative impact of these factors ont the performance of extension agents as policy implementers in two African nations. Upper Volta and Zaire. Ref., tab. |
