Abstract: | In Part 1 of this article (The district officer, the chief and the sub-chief in the 1970s) the A.'s describe the principal features of the Mbere division of Embu District (Eastern Province of Kenya) and they examine the role of the provinvial administration, in particular the functions performed by the district officer and his staff, by the chiefs and by the sub-chiefs. In Part 2 (Agricultural and other departmental staff) they deal with the departmental endeavours in Mbere, in particular the all-important role of agricultural and ancillary staff. In conclusion they consider how far the Kenyan administration is really developmental when confronted with the conflict between tradition and innovation. Notes; appendix; post script concerning changes after the examination. |
