Abstract: | In 1976 the Nigerian Federal and State Local Government Reforms created the Kano Metropolitan Local Government (KMLG) out of the Kano Local Government Authority (LGA). In addition, the major source of revenue changed from a head tax to (1-) sources that were previously outside the LGA's jurisdiction, (2) sources that were directly deposited in the district council's accounts (subunits of the LGA's), and (3) new sources such as grants from the federal government. In the present paper, after briefly examining the development of the political jurisdiction and sources of revenue of the Kano metropolitan area, the author traces the historical sources of revenue and shows how the urban area has been able to handle two dramatic shifts in its revenue base during the last four years. Subsequently the implications of the revenue shifts in terms of population, inflation, urban needs, and local government resposibilities are examined, as well as the impact of the elimination of the community tax and other possible sources of income for the local government.
