Abstract: | There are two basic pre-requisites of a true federal system of government, relevant to the theme of this paper. First there must of necessity be division of power amongst the units of the federating states, and secondly within its own sphere, each unit of the federation must be co-ordinate with and independent of the other units. In essence, neither of the two levels of government, federal or state, must be subordinate to or dependent on, the other but both must be dependent on the constitution.
