Abstract: | The achievements of community development in Kenya, in terms of self-help projects successfully completed, are considerable. Paradoxically, both as a policy and as a profession, community development is in an extremely insecure position at present. The relationship between these two contradictory situations is explored in this article. Attention is given to the ways in which community development fits into the overall political system.
