Abstract: | Issues explored in this article: What were the forces at work which may have led Moscow's strategic planners to perceive Somalia as a 'target of opportunity'? How was Soviet policy adjusted to take advantage of the turmoil in the Somali domestic scene? What objectives did the USSR hope to achieve by participating in a military takeover? The article tests the hypothesis that 'a coincidence of interests' between the Somali Army Commander and Soviet strategic planners resulted in the military coup of October 1969 by examining the trends in the global and regional balance-of-power, and by reviewing the interaction of these forces with internal Somali politics. With these trends established, the specifics of Soviet-Somali interaction can then be overlaid to determine if a case for complicity exists. Notes. |
