| Abstract: | The authors examine the commodity diversification of ACP exports and challenge the conventional wisdom in both the ACP and the EEC that the Lomé trade regime is a failure. They argue that a surprisingly large number of ACP states have increased their exports of 'new' products to the EEC. While the main factors affecting success are to be found in the economic structures and government policy of the exporting states, the Lomé Convention has helped both as a symbol of an underlying political and economic relationship, and in some cases through its special provisions. Probably the most relevant conclusion for the 'Lomé III' negotiations is that there are a number of ways in which the EEC can give practical assistance to ACP states that have a coherent and positive policy towards export diversification.
