Abstract: | The common feature of the developing countries is: inadequate utilization of available resources. For Liberia, R.S. Wechstein made the statement that its economy may be characterized as one with completely exploited resource-based opportunities. This paper smarts with a brief survey of the growth and expansion which took place in the various aspects of the economy for Liberia during the last two decades, and then attempts to measure, in terms of the increased participation of its resources in the productive process, the improvements in the utilization of the country's long dormant productive capacity.
