| Abstract: | The authors commence with a sketch of the nature of the country's rural sector and its contribution to the over-all national economy. They next survey the extent, nature and causes of poverty and inequality, and examine the impact of past policies. Large disparities between average living standards in the urban and rural parts of the country constitute a major source of the total problem of inequality, with the great bulk of those identified as poverty groups also based in rural areas. Even within the predominantly rural parts there are major regional disparities, both between and within the provinces. Malnutrition is generally mild and only some of it is poverty-related. Rural poverty rather takes the form of a nearly complete deprivation of the benefits of economic modernisation. Government policies so far have mainly favored urban centers. Notes. |
