| Abstract: | Functional strategies for ending the economic vassalage of Africa such as that advocated by the Lagos Plan of Action (1980) cannot in a condition of 'multiple disorder'; that is, of suspicion, mistrust and secrecy. It is, thus, vitally important that parallel and relentless endeavours be made to create a 'pluralistic security community' in Africa, by means, inter alia, of a regional security system. Notes. |
