Abstract:Purpose of this paper is to advance a scheme of orderly loan market development on a national scale which accomplishes the twin objectives of fair profit generation while at the same time stressing progressive institutional growth in agriculture which avoids tearing the social fabric of rural society through violent or disruptive economic change. Key idea is to bring together the business acumen of the banker, the technical knowledge of the agriculturalist, and the productive promise of the small farmer, so that all these resources can be constructively channeled toward the accomplishment of national development goals. First, the critical role of effective entrepreneur ship in project planning implementation is discussed. Next a brief outline exposition of the plan itself is presented. This is followed by a final section dealing with the plan's operation as it relates to issues concerning the success and failure of rural development schemes, discussed in the technical literature on this subject.
