Abstract:This article deals with the basic demand of the 16 associated states (Ivory Coast, Dahomey, Upper Volta, Niger, Senegal, Mauritania, Mali, Central African Republic, Gabon, Tchad, Congo-Brazzaville, Congo-Leopoldville, Cameroon, Madagascar, Togo and Somalia) that the tropical produce of countries outside the association should continue to be subject to an external tariff, without any concessions. The 16 cannot renounce these advantages, even partially, unless they can get higher advantages in other forms by way of compensation.
