| Abstract: | Considers the possible economic costs and benefits of the commercial policy of South Africa over recent years; also, the prudence of modifying this policy on the basis of the experience of the many semi-industrialized countries that have embarked on policies of import substitution and industrial promotion. The main contention of this paper is that whatever ends the South African authorities might have in view, their system of import licensing entails gross economic inefficiencies and accordingly, a close review of the protective nature of the commercial policy of this country is warranted.
