Abstract: | Discussion of the major factors that have motivated the imposition of controls over imports, foreign exchange transfers, and prices of staple commodities by the successive Governments of Ghana between 1940 and 1976; the purpose of such controls as well as the specific instruments and measures that Governments employed to attain this purpose; and the extent to which such controls have succeeded in achieving the desired goals. Control measures both during the colonial era and under nationalist postcolonial regimes achieved only partial success. In fact Ghana's inflationary pressures, balance of payments difficulties, and shortage of goods still remain essentially unsolved. Ref. |
