Abstract: | Development must have a rural focus. Upper Volta has attempted to emphasize the development agriculture and livestock. For the ten past years have been experimenting with a unique system of rural education representing their best hopes for development. The problems of these schools mirror the inability to put resources to work succesfully in the rural areas. Rural education alone has been unable to redress the increasing imbalance between rural and urban areas, has failed to provoke vast increases in rural productivity and has not stemmed out-migration from rural areas.
