Abstract:Many Africans believe that they belong to an underprivileged, plebeian, class of the international society. It is the latter's duty to help them break their political chains and ameliorate their condition. At the same time, they regard their condition to be a quite peculiar one requiring special means of treatment. They refuse to find in the experience of other peoples an explanation for their backwardness as well as a pattern of development according to either Western or Marxist concepts. The Western world's emphasis on objective factors (geographical, racial, psychological conditions, etc.) with its deterministic character and leaving no place for prospects of (quick) change cannot be accepted, by African theoreticians.
