Abstract: | The author enumerates three objections of economic planners to social welfare - (1. it is pointless to use up scarce resources upon unproductive and undeserving sections of the community, 2. it is sensible to wait until a country is developed economically before embarking upon comprehensive social welfare services, 3. social welfare services are unnecessary in Africa because traditionally African peoples look after one another when there is human need) - and refutes them, stressing the importance of social welfare. |
